PAOLO TESTA: An expert in organisational development and analysis of public policies, for many years he has dealt with the study and promotion of strategic, managerial and technological innovation processes in local and central administrations.

He has gained experience in management consultancy and has been the coordinator of the ‘Cantieri’ Programme of the Department of Public Administration – Presidency of the Council of Ministers. He lectures at leading advanced training schools and several postgraduate courses. He has published and edited several books and articles on issues concerning the development of human resources and administrative innovation in Italy.

He is currently Director of Research of Fondazione Cittalia, the study and research centre of ANCI (National Association of Italian Municipalities).
